Mr. Kirk Benjamin is a distinguished Customs and Tax Administration expert, with over 25 years experience in Customs modernisation, revenue enhancement, and international trade policy development. He holds a Master of Science in Public Policy and Management, postgraduate diplomas in Public Sector Management and Tax Audit & Revenue Administration, and a Diploma in Business Administration (Accounts).
He recently assumed the role of CEO and Commissioner of Customs, having formerly served as Senior Director of Central Operations at the JCA where he was responsible for shaping the operational and regulatory framework that governs cross-border trade, ensuring efficiency, transparency, and strong revenue performance while supporting national economic growth.
A trusted advisor on both international trade and domestic policies, he has contributed directly to the modernisation of Jamaica’s Customs legislation and broader tax policy framework through his collaboration with the Ministry of Finance and the Public Service. His ability to translate complex regulatory requirements into workable solutions has made him a key bridge between Government and the business community. His leadership is grounded in data-driven decision-making, with a strong emphasis on anticipating trade trends, mitigating risks, and maintaining a stable and predictable business environment.
Mr. Benjamin brings deep expertise in fiscal governance, digital transformation and stakeholder engagement.
